MEETING PURPOSE
The Residential Energy Tax Credit (RETC) program sunsets at the end of tax year 2017. To prepare for the sunset and ensure applicants understand the impact of the sunset, the Oregon Department of Energy will continue to discuss application timelines, possible changes to program rules, and seek feedback from stakeholders about program operation. ODOE will post materials and draft rules on its rulemaking website prior to the meeting. At the meeting, program staff will review draft rule language relating to:

  • Program sunset timelines
  • Reducing the solar photovoltaic incentive based on market conditions
  • Updating the tax credit calculation for solar thermal domestic water and swimming pool heating systems
  • Updating requirements for third-party installed systems
  • Adding an incentive tier for storage gas water heater devices
  • Updating cost terms

BACKGROUND
ODOE hosted the first rulemaking meeting in October to review timelines for the sunset of the program and rulemaking topics. Prior to the October meeting, ODOE hosted two solar photovoltaic stakeholder public meetings in August to gather input on reducing the incentive rate and one solar thermal stakeholder public meeting in April to gather input on the tax credit calculation for those systems. FUTURE OPPORTUNITIES TO PARTICIPATE
Following this public meeting, ODOE will review comments and may host another discussion with stakeholders to review draft rules and topics if needed. After all the public meetings, ODOE will review comments, post an updated version of draft rules on its website, and schedule a public hearing for late December. ODOE plans for the rule changes to be effective Jan. 1, 2017.
