Subject: In Staff’s status update at the September 25, 2018 Public Meeting, we suggested that utilities, stakeholders, and Staff should continue to work together to resolve a few outstanding community solar start-up cost recovery issues by the end of November. The next step in doing so is to hold a workshop to address the following questions:

o   What type and magnitude of capital and non-capital utility start-up costs are anticipated;

o   What is the appropriate method of recovery for capital and non-capital utility start-up costs;

o   How should PA/LIF start-up costs be allocated across the utilities; and

o   What should the PA consider when finalizing its detailed proposal to delineate start-up and ongoing costs in detail?
